Update on MAX Mail control panel

The engineering team was able to isolate the slow responsiveness of the control panel; the problems were caused by intermittent locking of the master configuration database.  We have taken some corrective measures, and the control panel is back online and has been stable since those changes.  We are continuing to monitor this and are conduct a more detailed investigation as to the cause.

Mail flow was unaffected.
